We have now got a report from the owner of Garnd Holm marina, on the future of Haapsalu harbour:

It was very close to be opened, especially after I organised the streetmanifestation with posters and slogans etc in front of the building in Tallinn, where congress of port cities of the world was held.
One Swedish lady, who organized the event, she was very helpful to distribute the message among the participants and she liked to support small port to be opened.
After that high officials from the ministery and maritime authorities visited the Haapsalu, they were impressed by investments has been made and they promised to help to speedup the opening process.
Unfortunately it was another lie, just to let them go on vacations in peace. Those authorities, who liked to diminish GHM in favour of politically right and correct new Veskiviigi marina, they failed.
Government decided for Veskiviigi marina , but refused to diminish the Grand Holm Marina. Decision was, that new Veskiviigi marina cannot accomondate yachts with drafts over existing way around existing GHM as such.
After several argues authorities admitted, that their decision to close the GHM was illegal and they produced 3 month later the new and positive decision, which they simply refusing to forward to the ministery. So GHM remains closed this summer for sure.
Meanwhile, it became clear for authorities, with my help, that this ridiculous borderpost really doesn’t exists. As the matter
of fact, border patrol in Haapsalu has been liquidated lately. As You predicted, there were no EU bordercrossings in Haapsalu at all this summer because of Schengen.
